Born in Morristown on March 5, 1958, Christopher P. (Chris) Capps attended public schools in Morristown before pursuing a Bachelor Of Arts degree at Centre College in Danville, Ky., for two years.

After transferring to the University of Tennessee, Chris received his degree in Political Science in 1980. Admitted to practice in 1983 after receiving his law degree from the University of Tennessee's College of Law, he spends much of his time litigating in the areas of domestic relations and personal injury law. Chris also devotes a significant portion of his time to litigating real property and construction law issues. Since 2012 he has served as Hamblen County Attorney and previously served as a hearing officer for Tennessee's Board of Professional Responsibility.

He was admitted to practice before the United States District Court for the Eastern District of Tennessee in 1986 and is a member of the Hamblen County and Tennessee Bar Associations.

David S. Byrd was born in Jefferson County, Tennessee, and remained  in Jefferson County where he attended Carson Newman College in Jefferson City and graduated Cum Laude in 1991.

After obtaining his law degree from the University Of Tennessee's College Of Law in 1994, he became associated with the law firm of Capps, Cantwell, Capps & Byrd, being named a partner in 1999. David is engaged in representing clients in civil matters including domestic relations, juvenile law, real estate, and probate.  He recently served as President of the Hamblen County Bar Association.

David is admitted to practice before all state and federal courts in Tennessee as well as the Federal 6th Circuit Court of Appeals.  He is a member of the Tennessee Bar Association.

Eliana M. Leal grew up in Miami, Florida and moved to Morristown, Tennessee in 2009 so that she could raise her children in a family-friendly environment with southern charm and hospitality. Eliana received her BS in 1991 from Florida International University with a major in Criminal Justice. She then went on to earn her Doctor of Jurisprudence at Nova Southeastern School of Law in 1995. In Florida, Eliana practiced law primarily in the areas of real estate and bankruptcy. Eliana is fluent in Spanish which gives her the ability to explain confusing and complex legal matters to non-English speaking clients. Locally, Eliana is involved in the community by serving on the Board of the MATS ministry, the Rose Center and the Chamber of Commerce. Eliana also serves on the Board of HOLA Lakeway, a non-profit organization which was formed for the purpose of linking Latinos with organizations and businesses for the promotion of strong unified communities.
